The Ministry of Energy signed financing contracts through European funds from the National Recovery and Resilience Plan (PNRR) for 7 projects to build green hydrogen production capacities. It is about the PNNR component ″Supporting investments in building capacities for the production of green hydrogen in electrolysis plants″, with a total budget of €148.75 million, of which €114.42 million from the EU and €34.32 million co-financing from the state budget of Romania. The hydrogen production capacities must be ready by the end of 2025.
A total of 32 projects were submitted. Financing contracts were signed for 7 of them after they successfully completed the administrative and technical-economic evaluation stages.
Another 2 are still under evaluation and the remaining 23 have been rejected.
The state aid scheme imposes the end of 2025 as the deadline for the completion and commissioning of the beneficiary hydrogen production capacities.
The scheme aims to install a total capacity of at least 100 MW in electrolysis plants, producing at least 10,000 tonnes of hydrogen annually.
The beneficiaries are:
- Monsson Alma SRL, part of the Monsson group, is planning an electrolysis facility in Nicolae Bălcescu, Constanța County;
- Bplus Advisory SRL from the Renovatio group wants to build a ″hydrogen production unit by electrolysis″ and a ″storage and compression capacity″;
- Nova Hydrogen Production SRL from the E-INFRA group, for ″Hydrogen plant 5 MW - Nervia″, developed next to the photovoltaic park of the same name built in Turda;
- Chimcomplex Borzești for 2 projects, the ″production of green hydrogen from water by electrolysis of brine with ion-exchange polymer membrane″, one at the company's Borzești, Bacău complex, and the other – at the former Oltchim, in Râmnicu Vâlcea;
- OMV Petrom, for the ″Construction of a Hydrogen production facility (green) through water electrolysis″;
- Center Hub Sud SRL, for ″building a capacity for the production of green hydrogen in hydrolysis plants″.
Projects submitted by the grain producer owned by Dutch investors Frizon Holding SA, as well as by the equipment rental and leasing company Sudarec Romserv, controlled and managed by Maria Cercel, are still being evaluated.
