The President of Romania, Klaus Iohanis, has promulgated the Law on the integration of hydrogen from renewable sources and with low carbon emissions in the industry and transport sectors. The purpose of the law is to establish measures for fuel suppliers and for industrial hydrogen consumers, in order to integrate hydrogen from renewable sources and with low carbon emissions in the industry and transport sectors. According to the law, fuel suppliers have the obligation to provide fuels from renewable sources of non-biological origin from hydrogen suppliers.
Fuel suppliers have an obligation to ensure that the energy value derived from the number of fuels from renewable sources of non-biological origin supplied on the market in Romania and used in the transport sector for a period of one year is at least equal to 5% of the energy content of all fuels supplied for consumption or for use on the market, in Romania, starting from the year 2030.
Each fuel supplier has an obligation to ensure that the energy value derived from the number of fuels from renewable sources of non-biological origin and from the electricity from renewable sources used for electro-mobility supplied on the market in Romania and used in the transport sector, during the period 2024 - 2029, is at least equal to 0% in the year 2024; 0.5% in 2025; 1% in 2026; 2% in 2027; 3% in 2028 and 4.5% in 2029, from the energy content of all fuels put on the market in Romania in that year.
Every industrial consumer of hydrogen has an obligation to ensure that: a) starting from 2030, at least 50% will be fuel from renewable sources of non-biological origin or hydrogen with reduced carbon emissions 4 and at least 42% from renewable resources of non-biological origin; b) starting from 2035, at least 75% will be fuel from renewable sources of non-biological origin or hydrogen with low carbon emissions and at least 65% from renewable resources of non-biological origin.
