Registration for the Photovoltaic Green House Program begins

According to a statement, the Administration of the Environmental Fund (AFM) announced the launch of the prosumers' small solar projects financing program Casa Verde (Green House) starting on May 19. Thus, “the financing session for the enrollment of natural person applicants in the Program regarding the installation of photovoltaic panel systems for the production of electricity, in order to cover the consumption needs and deliver the surplus to the national network,” will begin on May 19, 2023, and will close on June 26, 2023. The Minister of Environment, Water and Forests, Barna Tánczos, announces that this year 75,000 funding will be granted, 20,000 lei per candidate, and the project's budget is "unprecedented", worth RON2 billion (€400 million).

Individuals can enroll in the new session of the "Photovoltaic Green House" Program starting on May 19, through the dedicated computer application. The financing session intended for natural persons will take place until June 26. Between June 27, 10:00 a.m., and June 29, 11:59 p.m., worship units will also be able to enroll in the program.

Also, among the beneficiaries, this year are NGOs, associations, foundations that provide social services, and parishes.

“Considering the importance of the program from the point of view of environmental protection policies and the major interest shown by citizens, the Administration of the Environment Fund has made every effort to simplify the access of natural persons to the Program, by developing a new IT application. This year, natural persons will register themselves in the program through the computer application, according to the calendar published on the institution's website, being allocated three working days for each region, to prevent a blockage due to overloading of the computer application. We want the program to be a real success and to be able to support around 87,500 households in their effort to reduce their energy bill costs, in addition to the 55,000 systems approved in the two funding sessions organized so far,” said the president of AFM, Laurentiu-Adrian Neculaescu.

The validated installer deducts the amount financed by AFM from the total amount of the invoice, and the difference up to the total amount of the invoice is borne by the beneficiary from their own financial sources.

In order not to record new system blockages, The Administration of the Environmental Fund decided that the funding applications should be introduced in stages, related to each development region.

"We have an unprecedented budget of RON2 billion for this program, a budget that allows us in the first phase to allocate at least 75,000 funds for 75,000 households. After, this year, for the first time, we provide funding for associations, NGOs, and foundations that provide social services. Also, the parishes will be able to apply for one photovoltaic system each. Until now, even the parishes were not included in any form of financing. We decided to open the application for Euro-regions to reduce the pressure on the IT system. We have allocated three working days for each euro region. On non-working days the platform will be closed. If the funds do not run out on the first day, the document requests will be uploaded to the platform on the next working day. I have placed the development regions in alphabetical order. We will start with Bucharest-Ilfov, and the budget is allocated to each euro-region in proportion to the number of single-family houses registered in the respective euro-region, out of the total of 3 million such properties registered in Romania", says the Minister of Environment, Water and Forests, Barna Tánczos.
